Chris Adams, President and CEO

     Mr. Adams also serves as assistant director for operations of the thirteen (13) residential facilities serving persons with mental retardation operated by the Texas Department of Mental Health and Mental Retardation. The system is comprised approximately 5000 filled beds.

     He has provided both planning and implementation oversight for compliance with the requirements of the Lelsz v. Kavanagh class-action lawsuit including development, implementation and monitoring of incident management systems, health care services and improvements in the areas of psychology/behavioral services and vocational services. Additionally, he served as a consultant to the Commission on Compliance for the State of Tennessee during 1996 completing plan reviews for interim action plans for compliance in the United States of America v. State of Tennessee, et.al. litigation

     He possesses extensive knowledge of critical incident management processes and procedures, knowledge of ICF/MR standards and compliance processes. Additionally he possesses In-depth knowledge of reimbursement systems employed by large state agencies to fund operations of the State Mental Retardation Facilities.

     Mr. Adams obtained a Bachelor of Arts Degree in Social Work from Baylor Univerisity and Master of Science in Health Care Administration from Trinity University.

 

George Langdon Vice President
 

     George Langdon has served 34 years dedicated to the enhancement of life quality of the developmentally disabled. He has served as Chief Executive Officer of both large and small facilities as well as been a part of community boards and work groups.

     As a leader in the field who has been grounded in the realities of balancing both cost containment and service quality he has gained extensive experience in problem solving, developing staff loyalty, creating dedicated quality teams, providing strategic planning and meticulously meeting the continuously evolving standards of compliance of Federal and state agencies under even the most rigorous scrutiny.

     He has presented cost containment strategies state wide, as well as successfully wrestled the preservation of participation of a large ICF/MR facility, from the fate of a court determination with the Centers of Medicare and Medicaid.

     Mr. Langdon has testified before state superior court and been involved in numerous case preparations at the administrative, civil and federal levels. He has worked with all levels of state and federal government and served as subject matter expert for the State Department of Personnel.

     Mr. Langdon did his undergraduate work at Eastern and Drew Universities and completed his graduate studies for his Master’s degree at the New School for Social Research in New York. Through Rutgers University graduate program he became a both a certified a "Core leader" and "Public Manager".

 

Kathleen Bailey Stengel, M.S.

 

      Mrs. Stengel is an Organizational Behavior Analyst who graduated from Temple University and received a MS from University of North Texas. She has successfully performed system analysis programs on organizational structure and sales processes to improve performance of Fortune 500 Companies.

     She is an expert in Organizational Development, Instructional Design and a member of the Association for Behavior Analysis, International Society for Performance Improvement, ASTD and OBM Network.

  

Jeffrew W. Rohrbaugh, Member


     Mr. Rohrbaugh is a graduate of Pennsylvania State University where he received a B.S. Health Policy and Administration. For the past 14 years he has managed a large national multi-state group medical practice rising to the position of President and CEO.

He is a member of West Brandywine Township Planning Commission, Glenmoore, Pennsylvania.

Barbara Krishan, R. N., Investigator

     Mrs. Krishan has been involved in administrative nursing for over twenty five years in acute and non acute settings.

 

Joseph F. Nowoslawski, M.D., Member

 

     Dr. Nowoslawski received his medical degree from Michigan State University in 1974 and completed one of the first accredited residencies in Emergency Medicine, practiced clinically for a number of years in Pennsylvania, including maintaining the Directorships of several large metropolitan hospitals. He is Board Certified American Board of Forensic Examiners. He is a past President of Doctors for Disaster Preparedness. He teaches as an instructor in Advanced Trauma Life Support and Advanced Cardiac Life Support. He has helped to establish the recruitment, QA and management standards and guidelines critical to several national multi-state medical group practices. He represents the group in contract management issues and other areas and provides unique medical leadership for the group as a whole.

     He is a member of the American College of Physician Executives, American Academy of Medical Directors, and the American College of Emergency Physicians.

     Dr. Nowoslawski was personally involved in the improvement of services for many state owned and operated ICF/MR's including the Pennhurst State School formerly located in Spring City, Pennsylvania and physically and symbolically closed the lights at that facility as the clients were successfully moved into the community.
